The process of local detailed planning
Local detailed planning in Jyväskylä consists of four different stages. It is possible to participate in planning in every stage of the process.
Initiation
In the initial stage, the need for planning is to be assessed. If the plan needs to be amended,
1. a plan for participation opportunities and for the purpose of assessing the impact of the local detailed plan is to be drawn up, regarding, for example, the environment, people, cultural heritage, community structure and traffic.
2. Any amendment to the plan shall be announced either in the planning review published annually or through a public notice or a letter.
Feedback regarding the plan can be addressed to a person drawing up the plan. During the initial stage, also an introduction will be arranged, if necessary, regarding those amendments to the plan with significant impacts, providing an opportunity for discussions with a person drawing up the plan and with other parties involved.
Outline
Next, an outline on the plan is to be prepared.
1. This outline shall be dealt with by the Urban Planning and City Infrastructure Committee consisting of elected officials and
2. be presented in public after Committee’s approval.
Feedback regarding the outline can be addressed to a person drawing up the plan during the period of time the outline is presented in public. Often an outline is to be introduced also in occasions for city residents or otherwise, such as through videos.
Proposal
In the proposal stage, the outline already drawn up is to be refined, based on the feedback received. After this, it
1. shall be taken to the Urban Planning and City Infrastructure Committee for reconsideration and
2. be presented in public after Committee’s approval.
Feedback on the plan proposal can again be given and have discussions with a person drawing up it.
Approval
Finally, the amendment to the plan must be approved, so that it can be implemented.
1. The plan solution shall be specified, if necessary, based on the feedback received and
2. it is approved either by the Urban Planning and City Infrastructure Committee or, in the case of a significant amendment, by the City Council.
It is possible to appeal against the approval decision in court.
