Planning refers to land use planning, which creates the preconditions for building activities. A local detailed plan is the most accurate one regarding planning levels: it defines, for example, for what purpose and what kinds of buildings can be built in a certain area. It also designates the parks and green areas and considers the conservation values of buildings and nature. The aim is to ensure a good living environment and building. Planning is guided in Finland by the Land Use and Building Act.
