Updated Resource-wise Jyväskylä Programme accelerates the city’s climate, circular economy and biodiversity work

The City Council of Jyväskylä approved the updated Resource-Wise Jyväskylä Programme at its meeting on 24 August 2026. The City of Jyväskylä has long been committed to advancing resource wisdom as part of its sustainability efforts. By 2030, Jyväskylä aims to achieve carbon neutrality, which requires reducing greenhouse gas emissions by 80 per cent from 2007 levels. In addition, together with Finland’s ten largest cities, Jyväskylä has committed to halting biodiversity loss by 2030.

The Resource-Wise Jyväskylä Programme, originally adopted in 2019 and most recently updated in 2022, has now been revised for the period 2026-2029.

Concrete actions for the environment and sustainable everyday life

The programme brings together the most significant objectives and measures related to resource wisdom across the city organisation for the years 2026-2029.

The city’s resource wisdom work focuses on climate change mitigation and adaptation, promoting the circular economy, and strengthening biodiversity. The programme supports and guides city departments and affiliated organisations in using natural resources, raw materials and energy in a deliberate and sustainable manner. The objectives set out in the programme also promote biodiversity in the city’s green areas, forests, wetlands and waterways.

Although the programme’s measures are primarily directed at the city organisation’s own operations, they also create opportunities for more sustainable everyday living for residents of Jyväskylä.

“In practice, the city’s resource wisdom work includes low-emission district heating, more energy-efficient street lighting, climate-friendly school and daycare buildings, and increasingly biodiverse green areas. Our goal is for Jyväskylä to be a city of sustainable everyday life, where public services are delivered in a way that supports both human well-being and the environment,” says Päivi Pietarinen, Environmental Director of the City of Jyväskylä.
