Under the Finnish Youth Act, all persons under the age of 29 are defined as young people. In this survey, however, youth services refer to services targeted at people aged 12–28. Questions 1–3 on the form are mandatory. Questions 4–6 may be answered if the information is available. If an organisation provides several services aimed at young people, the survey may be completed for all services.

The overview is being compiled as part of the Young People’s City priority of the city strategy. The description of the service network is prepared on the mandate of the Youth Guidance and Service Network.
Youth Guidance and Service Network in Jyväskylä
According to the Youth Act (1285/2016), municipalities must have a Youth Guidance and Service Network (NOP), which includes key administrative sectors relevant to young people, such as education, social welfare, health care and youth services, as well as representatives from employment services and the police.
The Youth Guidance and Service Network in Jyväskylä includes representatives from various service areas of the City of Jyväskylä, services for children, young people and families of the Central Finland Wellbeing Services County, vocational and upper secondary education of the Jyväskylä Educational Consortium Gradiia, the Police of Central Finland, the Jyväskylä Parish, non-governmental organisations, and the Youth Council.
The Chair of the NOP Network is Director of Education Eino Leisimo, and the Secretary is Service Manager of Youth Services Katariina Soanjärvi.
