However, the legislative amendment will ensure that children and pupils receive support for their learning.  In the future, a decision on early compulsory education can be made for a child aged 5–6 who has a disability, illness or functional capacity limitation that affects their ability to learn.

The arrangements for learning support will be reviewed in spring 2026 in cooperation with guardians

Support arrangements for all children and pupils currently in extended compulsory education within the City of Jyväskylä’s schools and pre-primary units will be reviewed during May. Each student’s overall learning and attendance situation will be assessed to determine the best support methods and teaching organization.

The assessment is carried out in cooperation with guardians, teaching staff and a multidisciplinary network of experts.  Guardians' views on the child's daily life, strengths, and support needs are an essential part of the assessment and home-school cooperation.  Decisions on access to support and the organization of education will be made during August 2026.
