The second draft of the Jyväskylä Master Plan 2050 has been published. The draft will be on display from 16th January to 16th February 2026, when residents can familiarise themselves with the plan and give feedback. The purpose of the master plan, which covers almost the entire Jyväskylä area, is to guide the development of the land use in the coming decades.

In the second draft, changes have been made to the plan based on more detailed planning and feedback received at an earlier stage. The Jyväskylä Urban Development Committee approved the second draft master plan in December with two changes, which are included in the plan material now on display.

Find out more about the master plan at events

The city of Jyväskylä organizes a public event and two meeting times.  The public event will be held on 22nd of January Jyväskylä Main Library's Minnansali at 18–19.30 (Vapaudenkatu 39–41).

The meeting times will be held on 27th January  at Shopping centre Tawast's Jyväskylä Pop Up space (Verso raitti, Kauppakatu 33–35) and on 2nd February  at Palokka Library's Rento space (Koivutie 5) at 15.30–18.30.  At these meetings you can come and discuss the details, solutions and planning material of the master plan with the planners at a time that suits your own schedule.

Zoning solutions have been updated in different parts of the city, but the principles remain the same

In the feedback of the first draft of the master plan, there was opposition to the residential area designated for Köhniöntaus and the possible earth material processing area marked in Lehesvuori in Perä-Palokka. These markings have been removed from the second draft plan.

Several other smaller changes have also been made in different parts of the city. Residential areas have been changed, for example, in the Jokela area of Palokka and in Varassaari in Vaajakoski. Changes have been made to the extensions of the industrial areas at the Puuppola junction, Kanavuori and along Petäjävedentie in Korpilahti. Locations for interchanges have been added to the motorway sections near the centre of Jyväskylä on highways 4 and 9. Additions have been made to green areas, nature reserves and headwaters to protect ecological values and recreational use.

A lot of feedback was also received on the north-east ring road planned between Palokka and Vaajakoski.  The feedback received was mainly negative, as it weakens the environmental values of the areas in question as well as recreational and outdoor use. In the second draft of the master plan, the ring road remains unchanged due to its importance and the lack of alternative solutions. The foundations and impacts of the north-eastern ring road are described in more detail in the background materials.

Despite the changes made, the key principles of the master plan are still the same as before. The key areas of Jyväskylä are being developed by infill construction to make them versatile in terms of their functions. Dense residential construction will be directed to places suitable for sustainable mobility, and in rural areas land use development will be mostly focused on villages. The connected blue-green structure safeguards biodiversity and the recreational use of residents. In addition, future job needs will be met in new areas located in different parts of the city. These principles are in line with the objectives set for the master plan.

The planning of the master plan will continue

The Jyväskylä Master Plan 2050 renews the master plan of the City of Jyväskylä approved in 2014. The new master plan will not enter into force in the entire city area, as most of the current component master plans will remain in force. The second draft master plan proposes the repeal of the partial master plans for Jääskelä, Sippulanniemi and Valkeamäki. According to the second draft, the partial master plan for Raspio-Iloniemi in Korpilahti will remain in force in its entirety.

After the public viewing, the feedback received will be collected and a plan proposal will be drawn up. The plan proposal is expected to be completed during 2026. The schedule is affected by, among other things, the progress of the national reform of the Land Use Act.
