Employment municipality subsidy available in the Jyväskylä-Muurame employment area

The employment municipality subsidy can be granted to an employer who hires a job seeker registered in the Jyväskylä-Muurame employment area. The criteria for the subsidy are uniform across the Jyväskylä-Muurame employment area and it is granted within the limits of the municipal budget allocations.
- We hope that the subsidy will encourage small businesses to expand their operations. It is well known that sole entrepreneurs face a significant barrier when hiring their first employee, says Heidi Nygård, Business Services Manager of the City of Jyväskylä.
According to Statistics Finland, there were a total of 250,000 entrepreneurs in Finland in 2024. Over 70 percent of all entrepreneurs were sole proprietors.
Granting the subsidy requires that both the hired employee and the applicant entrepreneur meet certain conditions.
Amount and duration of the subsidy:
- The subsidy can be up to €500 per month for a maximum of 12 months.
- The support can be invoiced in periods of 1–3 months in arrears, but no later than three months after the end of the support period.
Conditions for the hired person
- The job seeker's municipality of residence must be Jyväskylä or Muurame.
- The job seeker's job search must be active at the start of the employment/support period.
Conditions for the employer and employment relationship
- The employer's registered domicile according to the Business Information System must be Jyväskylä.
- The workplace and the employee's municipality of residence must be the same.
- The application must be submitted to the job seeker's municipality within one month of the start of the employment. If the job seeker is eligible for a wage subsidy, it is the primary form of support. In this case, the municipality subsidy is not granted.
- The employer must pay the employee a salary in accordance with the applicable collective agreement for the employment relationship, or if no collective agreement applies, a customary and reasonable salary must be paid.
- The salary must be at least the confirmed amount of the employment condition at the time of granting €/month (excluding holiday compensation and holiday pay or additional or overtime compensation or time bank compensation).
- The old hourly employment condition has been replaced by a monetary condition and is currently €930 per month (the amount for 2025 has not yet been confirmed, it is reviewed annually).
- The municipality subsidy is not granted if the employee's salary is determined solely based on work results (commission, piecework, fee-based salary). The fixed salary must be at least the confirmed amount of the employment condition at the time of granting.
- The municipality subsidy is not granted if the employer has significantly neglected their obligations to pay taxes or statutory payments.
- The municipality subsidy is not granted if the employer has previously been granted a municipality subsidy for hiring their first employee and less than three years have passed since the end of the previously granted subsidy.
- The municipality subsidy is not granted if the financial support for employment exceeds the employee's gross salary.
- The support is granted for a maximum of 12 months per company.
- Granting the municipality subsidy requires the employer to participate in the payment of the salary.
Required attachments:
- The application must include the employment contract.
How to apply for the municipality subsidy:
The assistance is applied for using an electronic form. All grants for 2025 are applied for through the assistance system. Once logged into the system, the applicant can track the progress of their application, respond to requests for additional information, and participate in discussions.
