Adjustments to income limits laid down by the Act on Client Fees in Early Childhood Education and Care will enter into force on as of 1st of August 2021. At the meeting on the 28th of April 2021, the Education Committee of the City of Jyväskylä made a decision on the adjusted client fees based on this Act.

The income limits on which the client fees are based will be raised by 31%. In addition, the client fees charged for siblings will be lowered, so that the client fee charged for the second child is 40% (instead of the current 50%) of the imputed full-time early childhood education and care fee for the youngest child. The payment percentage of 10,7% will remain the basis for the client fees.

Adjustments to income limits in practice

Client fees begin to form when gross income of the family exceeds the income limit. In practice, an adjustment to income limits means that in a family with two persons the income limit for the client fee in early childhood education and care will be raised from 2 136 euro to 2 798 euro, in a family with three persons from 2 756 euro to 3 610 euro, in a family with four persons from 3 129 euro to 4 099 euro, in a family with five persons from 3 502 euro to 4 588 euro and in a family with six persons from 3 874 euro to 5 075 euro. If the family consist of more than six persons, the income limit on which the client fee is based will be raised by 189 euro for every subsequent minor child in the fami-ly.
 
The income limit related to the highest client fee in early childhood education and care will be raised in a family with two persons from 4 823 euro to 5 485 euro, in a family with three persons from 5 443 euro to 6 297 euro, in a family with four persons from 5 816 euro to 6 786 euro, in a family with five persons from 6 189 euro to 7 275 euro and in a family with six persons from 6 561 euro to 7 762 euro. 

The client fee is affected by the size of the family (persons), income limits, the payment percentage, gross income of the family along with the agreed need for hourly services within early childhood education and care. The highest client fee charged for full-time early childhood education and care is still 288 euro. Fees for children’s clubs and the client fee for a temporary childhood education and care also remain unchanged. When applying for a reduction and an exemption related to fees for children’s clubs, the adjusted income limits will be taken into consideration as of 1st of August 2021. 


The following examples illustrate the impact of the adjustments on income limits

Example 1.

Gross income of a family with three persons is 4 200 euro. At the moment, the client fee is 155 euro in the event that the need for early childhood education and care is more than 151 hours a month. As of 1st of August 2021, the client fee will be 63 euro with the equal income.


Example 2. 

Gross income notified by a family with four persons is 6 000 euro. At the moment, the client fee of the family is consistent with the highest fee 288 euro in the event that the need for early childhood education and care is more than 151 hours a month. As of 1st of August 2021, the client fee is to be reduced to 203 euro. 

The formula for calculating the client fee in early childhood education and care:
(Gross income of a family minus the income limit based on the size of the family, persons) x 10,7% x per cent based on the agreed need for hourly services in early childhood education and care = the client fee, euro a month


It is worth checking the income information and, if necessary, to submit the income documents

In the event that a family have agreed to the highest client fee at the present, it is worth checking the adjusted income limit related to the highest client fee and, if necessary, to submit the income documents as soon as possible through electronic services.

Due to adjustments to income limits in August, the family are not required to submit any income documents in the event that the income information has not changed, the family agree to the highest client fee or the family have been requested for the income documents in accordance with a separate timetable. The family can check the income currently taken into consideration through electronic services on the latest decision on the client fee by clicking the PDF icon.

The families, whose fee will be adjusted as of 1st of August 2021, are to be provided with new decisions on client fees.
