There are around 3,300 right-of-occupancy apartments in Jyväskylä. A right-of-occupancy apartment is an alternative to renting or owning. It is a flexible form of housing where you don’t own the apartment, but you have the right to occupy it, which allows you to renovate it and have a say in matters related to living there.

When signing a right-of-occupancy agreement, you pay a one-time right-of-occupancy fee to the housing company. This fee is 15 % of the apartment’s acquisition price. While living in the apartment, you pay a monthly maintenance charge. When you give up the apartment, the right-of-occupancy fee is refunded, adjusted by the building cost index.

Conditions for getting a right-of-occupancy apartment

  • The applicant must be at least 18 years old when applying.
  • The applicant is considered ineligible for the right-of-occupancy apartment if the applicant or any family member aged 18–54 owns an apartment in the area that reasonably matches the requested right-of-occupancy apartment in location, size, equipment level, housing costs, and other characteristics.
  • The applicant is assumed ineligible for the right-of-occupancy apartment if the applicant or their family has enough assets to finance at least 50 % of the market price of the requested apartment or to renovate an owned apartment in the area to match the requested one.
  • The asset limit is set by the right-of-occupancy housing company. The limit is determined based on the location and size of the requested apartment.
  • The applicants aged 55 or older as well as those exchanging the right-of-occupancy apartment are exempt from asset and needs assessment applicants aged 55 or older, or to those exchanging a right-of-occupancy apartment.

Applying for a right-of-occupancy apartment

To apply for a right-of-occupancy apartment, you need a queue number on your application. Applicants get their queue number from The Centre for State-Subsidised Housing Construction (VARKE), which maintains the queue number register.
