Cityscape Committee

The Cityscape Committee is an expert body appointed by the Building and Environment Committee, whose tasks include the cityscape steering and evaluation of construction projects. The Cityscape Committee issues a statement on projects that are significant in terms of the cityscape and building protection.

During the design phase of the project, the designer must consult the cityscape architect to obtain preliminary guidance on cityscape-related matters. Contacting the cityscape architect before submitting an application is a prerequisite for review by the committee. As a rule, a preliminary statement is applied for through the Jyväskylä e-service as a separate application before submitting the building permit application. A fee is charged for the preliminary statement.

The application for a statement must be submitted on Tuesday of the week preceding the meeting in the Building Control Department's e-service. At the same time, the project presentation material must be submitted as an attachment to the application. The presentation material will be compiled into a single PDF file, the recommended maximum size of which is 15–20 MB.  The project's principal designer or a similar person who is well acquainted with the plan will present the application at the meeting.

Content of the presentation material of the project to be discussed by the Cityscape Committee 

• A site plan that extends to show the adjacent building stock. The drawing must include the measurements, essential zoning regulations and markings, the yard plan, walkways and the stormwater management principle
• Facade drawings in colour, including colour and material markings. The maintenance and outbuildings located on the plot must also be presented
• Visualization images, e.g. 3D footage or photo adaptation that also shows the surrounding building stock and/or environment
   

Moreover:

• A very brief description of the plan's key objectives and cityscape ideas, a mention of deviations, regulations and guidelines, and essential scope information
• If necessary, other materials and reports requested by the cityscape architect

The purpose of the presentation material is to present the cityscape look of the construction project, so it is not necessary to present the names of the companies located in the building, for example.

Cityscape working group

For smaller cityscape projects, the CityscapeGroup (KAKKU) convenes as needed, which is convened by the cityscape architect. 

Minor issues include, for example:

• Facade modifications
• Advertising equipment larger than two square metres
• Advertising pylons over 30 metres high, and
• Inspection and guidance tasks delegated by the Cityscape Committee.
