Building permits

Building on a building site is defined by, for example, the local detailed plan, the shore detailed plan, the master plan, the city's building ordinance, the decrees regulating construction and the Land Use Act. Construction must take place in accordance with these regulations.

Building permits include building permits, landscape work permits, demolition permits and location decisions. Construction projects of larger-than-usual significance are also processed with a preliminary statement from the Cityscape Committee before the actual permit is processed. 

Provisions on the permit requirement for construction are laid down in sections 42, 53 and 55 of the Building Act, and the permit requirement has been supplemented by the Jyväskylä Building Ordinance.

Building permits can only be granted upon application by the owner of the building site. 

Therefore, a shareholder of a housing company cannot apply for a permit, but the application must always be made in the name of the company, and the shareholder can only act as an agent authorised by the company and sign the application.
