Lift construction and accessibility
A lift improves the quality of living at all stages of life, makes everyday life easier, and increases the safety and accessibility of the living environment. A lift enables independent movement for those using mobility aids and increases the value of the apartment.
Removing mobility barriers also enables accessible entry from outside the building into apartments or shared spaces inside. People using aids such as walkers or wheelchairs must have an accessible route inside the building.
State-supported lift and accessibility subsidy
Housing companies can receive an accessibility subsidy or lift subsidy from Centre for State-Subsidised Housing Construction (VARKE) for removing mobility barriers, such as automating entrance doors or installing a lift.
Subsidy can be applied for installing lifts in apartment buildings through VARKE. The lift subsidy is intended for installing a new lift in a stairwell that does not already have one. The subsidy amount is up to 35% of the approved total costs related to building a lift or lifts.
An accessibility subsidy means financial support for removing a mobility barrier. VARKE grants subsidies for removing barriers to enable access for people with reduced mobility to residential buildings, apartments in them, or other spaces. Eligible measures can include, for example, widening entrance doors, or building ramps or handrails.
The accessibility subsidy amount is up to 35% of approved renovation costs.
City of Jyväskylä’s lift and accessibility subsidy
The City of Jyväskylä has granted its own lift and accessibility subsidy to housing companies that have received a state lift subsidy or accessibility subsidy from the VARKE.
The subsidy has been granted within the limits of available budget funds. Final payment of the subsidy requires that the budget allocation has been reserved in the city’s budget for the payment year. Payment of the city’s lift and accessibility subsidy follows the payment instructions given in the VARKE's decision. Payment happens after the applicant has received notification from the VARKE about the payment of the lift and/or accessibility subsidy.
