The service initiative pilot begins in Jyväskylä on 1 April 2015

The City Council of Jyväskylä has decided that the service initiative will be tested in Jyväskylä for a year between 1 April 2015 and 31 March 2016.

The service initiative means that the residents and employees of the city can make an initiative for competitive bidding and outsourcing or privatization of tasks that are a part of the city's public services and currently taken care of by the city, if an external service provider can improve the quality of the service can and lower its production cost.

The service initiative does not include the services of the authorities, strategic management of operations, operations managed on the basis of an agreement by a legal person other than the city, or the operations of group companies.

Who can make a service initiative

A service initiative can be made by a member of the municipality, i.e. a person whose home municipality specified in the Home Municipality Act (201/94) is the municipality in question, a community, an institution or a foundation, which is located in the municipality, or the municipality's employee(s).
