The Sote 2020 project progresses in Central Finland – discussion events to be organised for municipal residents

The goal of Sote 2020, the social welfare and health-care reform, is to build a resident- and customer-focused production structure and operating model to ensure sufficient social welfare and health-care services in Central Finland. All of the member municipalities of the Central Finland Hospital District are participating in the project. It focuses on building service processes, strengthening basic services and developing leadership. The project runs from 1 March 2014 to 30 October 2016, administered by the City of Jyväskylä.

What is Sote 2020?

The Finnish legislation on social welfare and health care is being reformed. The purpose of the Sote 2020 project is to create a new type of service structure for public social welfare and health-care services. The government proposal for a new act on the provision of social welfare and health-care services was issued to the parliament on 4 December 2014. The parliament will decide on the act in March 2015.

The key goals of the reform include ensuring the provision of social welfare and health-care services for all citizens more flexibly and on more equal terms. In the present system, municipalities are responsible for the production and provision of social welfare and health-care services. In the new model, this responsibility will be divided between five administrative regions. Municipalities will pay their administrative region a fee based on their population and its service needs.

The responsibility for service production will lie with production areas that produce social welfare services as well as basic and specialised health-care services. In Central Finland, services will be provided in the Eastern and Central Finland Region and produced by the Central Finland Area.
