Local residents’ initiatives

Residents of a municipality have the right to submit initiatives on matters concerning the municipality’s activities. Initiatives related to the operations of the City of Jyväskylä can be submitted at Kuntalaisaloite.fi or by using the printable form. The initiatives are forwarded to the relevant authorities for processing and any further measures. The security of email messages cannot be guaranteed. For this reason, please do not include sensitive information – such as your social security number or bank account number – in your message. The items marked with an asterisk (*) are obligatory. You can ask the Registry Office about the progress of your initiative.

City Council

In Finland local self-government is guaranteed by the constitution. The City Council is elected for four years in direct proportional elections by the residents of the city. The number of the councilors in the Jyväskylä City Council is 67 and they represent eight different parties.

The council is the highest authority and responsible for the most important decisions in the city such as the decision for the city budget. The Council also decides on the municipal income tax as well as the real estate tax rates.

A foreign citizen has the right to vote or to be put up as a candidate for the local elections after 2 years of living in Finland.

City Council meetings are open to public and are held on Mondays in Jyväskylä City Hall (Vapaudenkatu 32):

The notice of meeting and the agenda will be published on the official bulletin board of the City of Jyväskylä and on the City's website. The time and place of the meetings will be announced in the local newspapers, as well as at all city libraries and municipal service points.

The confirmed minutes will be publicly displayed at the City Hall information desk (address: Vapaudenkatu 32).

City Board

The city board is responsible for the practical running of local administration and its finances. It prepares issues that come before the council and functions as its representative. The 13 members of the Jyväskylä city board are chosen by the council for four years.

The City Board has meetings every Monday except during general holiday seasons. The meetings are not open to the public.

Municipal Boards

Municipal boards are chosen by the city council among those persons in the municipality that are eligible. The municipal boards in the city of Jyväskylä take care of the tasks related to the following fields: education, culture and sports, youth, social and healthcare, construction and environment, city infrastructure, auditing, Central Finland emergency services, and municipal elections.

Mayor

Subject to the city board, mayor is in charge of managing the operations of the city. Timo Koivisto was elected as the Mayor of the City of Jyväskylä for an eight year term by the City Council in November 2014 .
